But they are also among the most complex and risk-laden home improvement projects, requiring specialist waterproofing, significant structural work, and careful attention to party wall obligations.

Types of basement project

There are three broad types: converting an existing cellar into habitable space (most straightforward); extending an existing cellar to increase its footprint; and creating a new basement from scratch (excavating beneath an existing house). The complexity, cost, and risk increase significantly from the first to the third type. Most homeowners opt for the first — converting an existing cellar that was used for storage.

Planning permission requirements

Converting an existing cellar to habitable use is generally covered by permitted development and does not need planning permission. However, if you are excavating beyond the existing footprint, particularly beneath a garden, or creating a light well that affects the streetscape, planning permission may be required. In Conservation Areas, additional restrictions apply. Lowering an existing floor or extending the basement footprint almost always triggers the need for formal approval.

Waterproofing — the critical issue

The most technically demanding aspect of any basement conversion is waterproofing (often called tanking). There are three approaches defined in BS 8102: Type A (barrier protection — applying a membrane), Type B (structurally integral waterproof concrete), and Type C (drained cavity system — managing water ingress rather than preventing it). For habitable space, a Type C cavity drain system is considered the most reliable long-term solution, as it redirects any ingress rather than relying on a membrane remaining intact.

Waterproofing a basement is not something to cut corners on. A failure in the waterproofing system can mean tens of thousands of pounds in remediation — far more than the cost of specifying it correctly in the first place.

Costs

Converting an existing cellar typically costs £1,500-£2,500 per square metre, including waterproofing, insulation, and basic fit-out. Excavating beneath an existing house is significantly more — £3,000-£5,000 per square metre or more, depending on depth, access, and structural complexity. Party wall obligations add further cost where applicable. London costs are typically 20-40% higher than the national average.

Structural and party wall risks

Basement work near the boundary of a property almost always triggers the Party Wall Act. Excavation can affect the foundations of neighbouring properties — and in dense urban areas, the consequences of errors can be severe. Only use a contractor with specific basement conversion experience and appropriate professional indemnity insurance.
